Yeah, I recognize the name, but I forget where I remember you from. For some reason, I have a feeling that I may have said/done something rude to you in TF2, so I feel I should apologize, just incase. Sorry if I was a jerk to you for whatever reason. :(

Onto why I'm here. Yes, I know my server isn't the only one to spawn the Horsemann. More than likely, the other servers that do spawn the Horsemann do it the old fashioned way, on Mann Manor. I however use this plugin which allows me to spawn as many Horsemenn as I want, on any map.

Now, I have to say that I think you're wrong about something: However, I noticed that people do not get Scare/Ghostchievements unless tf_holiday is set.

My server does not have tf_holiday set. And yet players still obtain Gored! and Sleepy Holl0wnd, as well as the Horsemann's Head and Unusual Scrap.

As for your search for a Halloween Gift spawning plugin, there is no such thing, mostly due to Valve not including commands to modify the spawn rate of the gifts. As you probably know, there are commands that allow you to change various things about the Horsemann, but they require sv_cheats to be on. Any more questions?
