I got a level 100 of the badge, is this a bug?

It is Craftable
I just logged in TF2, and I went to rebuild headgear, just to see.
The Saxxy Clapper Badge is available to use as crafting.

Date all wrong
I logged on Steam offline mode 4 hours just before the first category was announced and favorited 3-4 movies (One who won in it's category) and I recieved the Badge.

It shows while invisible [Spy]
I was playing, and I saw my friendly spy invisible, but the item was completely visible.
The same thing happens to Spirit of Giving.
I think it happens because it has jiggle bones (and spirit of giving has animations).
It wasn't been tested in Invisible Red Spy yet, so I didn't put at the page yet.
I have talked with asplode a bit about it.
