The Spine-Chilling Skull is a headwear item available to all classes. It can be purchased from the Mann Co. Store only during the Scream Fortress event, running between the 27th of October and the 8th of November 2010.  It also has a 1 in 2 chance of being crafted if an Unusual Haunted Metal Scrap is used alongside 4 Refined Metal.

Trivia
*Like several other Halloween hats, the Spine-Chilling Skull does not have a randomly selected level when crafted or purchased. It's level is always 31, presumably because Halloween is on the 31st of October.

*According to Valve, this hat was modeled by the same man that made Gollum's face in the Lord of the Rings film trilogy. It also bears a remarkable resemblance to a Balrog, a creature in the first Lord of the Rings film.

*Most methods of obtaining this hat produce a non-tradable version. All store-purchased wearables are automatically not tradable or craftable, and if you opt to craft the hat using the Unusual Haunted Metal Scrap, it follows the normal rules of crafting by applying the Haunted Metal's 'not tradable' tag to the finished item. However, if you craft it with an unusual metal that has been Gift Wrapped, then it will become tradeable.

If I have to crack some skulls, I will.
The Soldier

The Spine-Chilling Skull is a cosmetic item for all classes. It is a demonic, gray skull with sharp teeth and curled ram horns, with the sockets positioned at the wearer's eyes.

This item was available for purchase from the Mann Co. Store for a limited time during the Scream Fortress event, which ran from October 27 until November 8, 2010.

Using the Fabricate Halloween Headgear recipe once yielded a 50% chance of crafting either a Voodoo Juju or Spine-Chilling Skull. As of the Very Scary Halloween Special Update, this is no longer possible as the recipe only results in one of three 2011 Spine-Chilling Skulls.
