They are a common and somewhat stereotypical headwear item of military officers and are not inherently attached to any on figure in particular. Unless you can find actual evidence besides the visual similarity between the Wiki Cap and M. Bison's hat that the two are connected, the trivia should NOT be added. And to remove headgear of classes, you go to the Model tab, click on the first list button (Should say the class name) and find its hat, be it helmet or cap or whatever. Then pick Submodel two. Its gone, tada!
