Quality is an item property represented in-game by the color of an item's name and (in most cases) by a corresponding title prefix. A dropped item can only have one quality, whereas an unboxed item can have 1 or 2 qualities. Extra qualities can only be added through the use of strangifiers or unusualifiers — excluding rare exceptions from glitches (e.g. "Strange Normal" items) or forced creations by Valve employees.

<span style="color:#B2B2B2;">Normal</span> quality is assigned to Stock items. These are the standard items that all players start with, therefore, they are the only available items if the game cannot connect to Steam. These items do not count as backpack space, therefore, the player must check the "Show Stock Items" box in the backpack view to see them. Unique variants of these items are created when using a Name Tag or Description Tag.

<span style="color:#8650AC;">Unusual</span> hats are hats with an attached particle effect.

The only method of obtaining Unusual hats is by unlocking a Mann Co. Supply Crate with a Mann Co. Supply Crate Key or via trading. Unusual versions of the hats contained in a Festive Winter Crate could also be obtained by unlocking the crate with a Festive Winter Crate Key during the Australian Christmas event.

Crafting together two Unusual hats will not produce an Unusual hat in return; it will simply produce a Unique <!-- Do NOT remove this. There is no such thing as a normal hat. Read the page before confusing one quality with another --> hat.

Weapons bearing <span style="color:#70B04A;">Community</span> quality are specially granted by Valve to individuals who have made significant, valuable contributions to the Team Fortress 2 community. Community weapons have the Community sparkle effect attached and an additional description string set to "Given to valuable Community Contributors". Community weapons derived from certain Stock items receive an additional boost to their Phong shading exponent, resulting in the weapon having a more glossy appearance. At one point, Community weapons possessed a hidden ten percent damage boost attribute; this has since been removed.

Community Stock weapons that existed prior to the introduction of Name Tags and Description Tags are derived from the original Normal variants. This makes them unable to be described or named, however, newer variants are derived from the Unique variants and behave as expected.

Now that's quality.
The Demoman stating the obvious

Quality is an item property represented in-game by the color of an item's name and (in most cases) by a corresponding title prefix. A dropped item can only have one quality, whereas an unboxed item can have 1 or 2 qualities. Extra qualities can only be added through the use of strangifiers or unusualifiers — excluding rare exceptions from glitches (e.g. "Strange Normal" items) or forced creations by Valve employees.

Quality is a purely cosmetic property. Even visual changes beyond the colored title text are limited to aesthetic changes like particle effects from Self-Made and Community items (which had a since-removed 10% hidden damage boost), Decorated weapon patterns, and some additional on-screen messages (these messages usually relay succeeded operations with an item).
