So far the max level for this item is level 99 and, based on the number of mutated milks out there, this can't really be labelled a statistical abnormality - see http://stats.tf/item/1121/Mutated_Milk
Do we set the level range for this item as 1-99, or leave it as 1-100 and mention the lack of level 100 versions of this item as a bug?
