(The Vaccinator's ÜberCharge number is divided by four, due to it having four ÜberCharges and only after a multiple of four ÜberCharges are used in a single life does it count as an ÜberCharge. (Essentially four Vaccinator ÜberCharges are equal to one Stock strange ÜberCharge.)
