Two observations
I have never seen this taunt result in a tie. It should happen 1/3 of the time, so I don't think it happens at all.
Secondly, it seems biased in favor of the initiator. I suspect that ties are changed to the initator winning. Strangething (talk) 08:35, 6 July 2014 (PDT)

The loser won't be killed during the taunt winner decision if [...] the winner is killed before the taunt ends
This feel incomplete to me. You can't spare the 'loser' by dying if he is the taunt initiator. If the one who started RPS (using his own taunt) lose, he will die, whatever if the other player die or not. But if the one who started RPS win, he can spare the loser by killing himself.
To answer the discussion from 2014, no I really think this is not biased in favor of the initiator. This is not really RPS, just "heads or tails".
