The Loaner Program is a feature introduced in the Tough Break Update that allows players to use weapons which they do not own for use with a weapon specific contract. The loaned weapon is usable for as long as the applicable contract is still active. An example is a Sniper contract that uses the Jarate. Should the user not own the weapon, the Jarate may be borrowed for the duration of the contract. After completing the contract, the borrowed weapon (in this case, the Jarate) will be removed from the player's inventory. The weapon being loaned is not tradable, nameable, giftable, craftable, or marketable.

- Added 26 new contracts, including contracts which issue loaner weapons.
- Contract loaner items no longer have an expiration date.
