I filled up the Concheror (by having the bots attack me), then I activate it. I use the hurtme console command so that I would have 25 health. I hit a bot with the Equalizer, deal 200 damage, and it gave me 40 health. | ||

How I figured out it was 20% of the damage dealt for health restoring.
Here's how I tested this. I replaced the Equalizer's attribute with a damage bonus that makes it do 200 damage. I start up my testing place (Damage Spread & Criticals disabled). I filled up the Concheror (by having the bots attack me), then I activate it. I use the hurtme console command so that I would have 25 health. I hit a bot with the Equalizer, deal 200 damage, and it gave me 40 health.
(200 Damage & 40 Health) / 2 = (100 Percent out of 20 Percent)
