Full moon
It might be possible that by full moon they mean the Halloween maps. They mysteriously grouped all 3 together on the "start playing" screen, and all three maps have a full moon in the sky.
The more I think about it, I think this is what they meant. Any specific confirmation on their intentions? Did they say the new restriction meant real full moons?

- I believe it was confirmed by a reliable source that it refers to the calendar events. There are also full moons on maps like Pipeline, and that wouldn't make much sense to allow costumes there all the time. —
