Hey there, bringing this up here to stop edit wars. The set bonuses (which still require the hats) are a different kind of cosmetic, as they leave behind the calling cards (or, in the case of the Saharan Spy set, give you a dust cloak thing). While the hats on their own are just simple cosmetics, the bonus applied when the whole set is equipped is a different kind of cosmetic effect. When you see a calling card that someone leaves behind, it can alert you that someone is using that whole item set as well, which can lead you to adjusting for it.
