Hello,
Yes, you are correct about the fact that anyone can add nominations about anyone to the list. However, if the decision-makers, Wiki staff members (like I am), consider nomination as too early and think that it has no chance to get enough "yes" votes, staff members have the right to veto (remove) the nomination. This is exactly what I did, as unfortunately the nomination was way too early and it would not had had any chance to pass yet.
