Since January of this year, many people started hacking with a program called LMAOBOX.COM, it was a problem but it wasn't a big one because the tf2 current players started kicking them.

But since April some people created robots or "bots" that crashed the games while using hacks in the game, valve fixed it very quickly but fixing the error was not enough.

The measure was taken to silence the players free to players because these "bots" or "hackers" made mic spam or text spam in the chat so it was a necessary measure, valve has taken drastic measures with this type of players but the community has done the worst part.

Now how to deal with a hacker?

Reporting it is not the best option since even if they are banned they created new accounts and even impersonated the identity of real players, the best option to deal with these users is simply to expel them immediately they enter the game. This is all for now I know they will say that what I said was silly but it has worked.
