The Whoopee Cap is a community-created headwear item for the Scout chosen by Valve and released with the second wave of community-contributed content due to its outstanding quality. It appears as a crown-like cap adorned with badges.
The hat description was written by Sketch56 for the Hat Describing Contest, and was slightly modified by Valve before its release.
