The Water Balloon is an experimental throwable weapon. Not much information is known about the weapon's functionality, however, several icons and other textures indicate that the Water Balloon would've drenched the victim in water. A leftover kill icon is still present in the files. Some splash text[1] indicates that on a successful hit, a bit of text similar to the Mantreads's Stomp or the Loose Cannon's Double Donk would appear. The victim of a Water Balloon would've likely had an icon on their HUD[2] indicating they had been hit by it and are now drenched in water, similar to the HUD icon for Jarate.
Several different variants of the Water Balloon can be found, including a "grenade" version[3], a Balloonicorn version[4], as well as a "gold" version[5] one of both of these and a "color"[5] version of both of these, likely indicating that the Water Balloons had different colors. A "Balloon Bag" icon[6] can also be found, with several different deflated water balloons inside it.
