Hey, I've been discussing things with a friend of mine who is a workshop creator, and I've been told that items such as [[Apparatchik's Apparel]], were never meant to be paintable at all. See these "paint regions" were added to these items and then restricted to only RED and BLU team textures, they were never meant to be able to be painted other colors. This was to simply save on filespace, rather than having individual texture files for RED and BLU team variants, it's just one texture and is coded as a "paint region", but was restricted again to only RED and BLU.
