The majority of items in Team Fortress 2 have an associated Item level. This level originated from a test by the developers to see if levels could be integrated into the Item drop system. Now they are purely cosmetic and can be anywhere between 0 and 100, inclusive. Different types of items will have different levels, with items considered more "rare" usually having a higher level. At one point, dropped weapons were given a random level, but that was removed in a patch.

Unlocked and dropped Weapons Level 1, 5, 7, 8, 10 or 15
Miscellaneous Items (except for Camera Beard, Whiskered Gentleman, Physician's Procedure Mask, and Earbuds) Levels 5, 10, 15 or 20
Golden Wrench Level 25
Community Weapons Level 50
Hats Levels 0-100
Valve Weapons Level 100
Gentle Manne's Service Medal Level 100
