Team Fortress 2

- Added the Heartwarming Headache
- The removed ladders from the map Gullywash were added again.
- Added strings related to a Demopan item set to tf_english [3]
- Hats that do not contain the "face" equip region now show up on friendly disguised Spies.
- The Frying Pan was added to the item drop system.

- Added (currently) unused reload animations for the Loch-n-Load.
- Removed cloak penalty from the Enforcer, added a fire delay penalty.
- The Spy-Cicle no longer blocks fire damage, it only masks the afterburn visual effect.
- The Towering Pillar of Hats is marked paintable (does not currently have a texture set up for paint).
