The starter packs are a series of bundles released by Valve during the Über Update on June 23, 2011, catering towards newer players offering them a quick way to obtain weapons and hats for the class of their choosing.
All packs contain 2 weapons and 1 hat, while the Scout Pack offers an additional weapon. The hats contained in these packs were chosen from the Sniper vs. Spy and Classless Updates respectively. Weapons chosen for these packs derive from each class's own available unlocks which are also obtainable through Achievement Milestones.
