There should be a reference at the article or here on the talk page that proves whether or not that is true. The article currently says <<The song title means approximately "little cauliflower" (actually it should be "Petit Chou-Fleur"). In Meet the Spy, this phrase is used as an endearment toward loved ones, although it is rarely used in French culture.>>

The argument of "petite" instead of "petit" is correct in this video (red spy says "Mon [or a similar word] petite chou-fleur." at the beginning):
