Counter-Strike's random bullet spread headshotting you several times to a quick death was the inspiration of random critical hits.
In this archived interview, they talk about the inspiration of random critical hits. I believe TF2's random damage spread and random bullet spread were inspired by Counter-Strike's random bullet spread and own damage spread. Counter-Strike: Global Offensive apparently removed random bullet spread and probably the others, and TF2 has patched out random damage spread and made it a convar.
