Shouldn't the batch file to run a server look closer to this?
"steamapps\common\Team Fortress 2 Dedicated Server\srcds.exe"
And the path to the cfg folder look like this C:\hlserver\steamapps\common\Team Fortress 2 Dedicated Server\tf\cfg

When I go into steamapps the only file that appears is libraryfolders.vpk, can anyone tell me if I did something wrong?

Issue on folders created by SteamCMD
The guide says the configuration files are located in C:\TF2server\steamapps\common\Team Fortress 2 Dedicated server\tf\cfg, but the common\Team Fortress 2 Dedicated server\tf\cfg folders are never created by SteamCMD. tf\cfg are, but are in C:\TF2Server.

- Are you sure you did it correctly? I downloaded the link on the article and
C:\TF2server\steamapps\common\Team Fortress 2 Dedicated Server
was created just fine, including tf folders and its contents. You may have to redo it several times until it's done correctly, or you've pointed a filepath somewhere wrong.
