NOINDEX

The user page where this image is used has NOINDEX: User:TheBombOCat/Vintage_Banhammer.

There's not much reason for everything associated with a noindex page to have it, the purpose of NOINDEX is to stop real-looking pages from showing up and potentially confusing users (as it has happened in the past). Users are free to add this to their own pages + other uploaded content (this one should have been on user space since it got made tbh), but it's not necessary for all of the content associated with it to be marked.
