The Squad Surplus Voucher is a tool item for Mann vs. Machine. It is represented as a ticket featuring a drawing of a chest containing three bags, two of them visibly emblazoned with the Team Fortress logo, with "Squad Surplus" written below it, "Mann Up" on the right side, and "Complete a single challenge for redemption" on the left side.
This item can be used before a Tour of Duty mission in Mann Up mode to grant each team member an extra reward at the end of the mission. If multiple teammates carry vouchers each will add its own extra reward. The voucher's loot pool is that of the item drop system, except for a small chance of that item being an exclusive Mann vs. Machine cosmetic. The Squad Surplus Voucher alone does not grant access to Mann Up Mode; it can thus be thought of as an augment to the Tour of Duty Ticket.
If the mission is not cleared successfully, the item is not consumed and no item is awarded. Repeating an already completed mission will consume the Squad Surplus Voucher (which functions normally, giving items as it should) but not the Tour of Duty ticket.
