One property of this is them is that it can be stacked between teammates. If more than one player uses this in a Tour of Duty mission then the number of items obtained when the mission is cleared will be greater. Basically you can get up to 6 rare items upon completing this mode if all the players of a team use this voucher.

The Soldier

The Squad Surplus Voucher is a tool item for Mann vs. Machine. It is represented as a ticket featuring a drawing of a chest containing three bags, two of them visibly emblazoned with the Team Fortress logo, with "Squad Surplus" written below it, "Mann Up" on the right side, and "Complete a single challenge for redemption" on the left side.

This item can be selected for use in the Mann vs. Machine main menu section before a Tour of Duty mission in Mann Up mode to grant each team member an extra reward at the end of the mission. If multiple teammates use a voucher, each adds one extra item at the end of a mission. Each voucher grants an item from the item drop pool, except for a small chance of an exclusive Mann vs. Machine cosmetic item instead.
