Very rarely do they provide strings on the STS (and equally rarely have I seen the translations been finished in time if they get provided) before an update, as to not risk early leaks and the likes. That's how Valve has done almost every time. Very rarely do they provide strings on the STS (and equally rarely have I seen the translations been finished in time if they get provided) before an update, as to not risk early leaks and the likes.
