Haunted Metal Scrap is obtainable in-game (but only with the Unusual rarity) as part of the Scream Fortress Update. To obtain this item, you must land at least one of the killing blows on the Horseless Headless Horsemann with a melee weapon. If you manage to land a blow before the Horsemann is killed, you will not receive the achievement or Haunted Metal Scrap, regardless if you remained alive.

You can only receive one, as it is linked to an achievement, and not just by simply attacking the Horseless Headless Horsemann with a melee weapon. The metal is not tradable, unless Gift Wrapped and then sent to another player. The Unusual Haunted Metal Scrap is used to craft the Unusual Horseless Headless Horsemann's Headtaker, and/or the Halloween themed hats released in the Scream Fortress Update.

The Haunted Metal Scrap

The Haunted Metal Scrap is a crafting ingredient introduced during the Scream Fortress Update. It is represented by a triangular pile of purple ingots, with a few broken pieces around it.

This item is awarded to players who earn the Gored! achievement by landing one of the killing blows on the Horseless Headless Horsemann with a melee weapon while remaining alive during the boss' death. Only a single Unusual Haunted Metal Scrap is obtainable per individual account.

It can still be obtained by spawning the Horseless Headless Horsemann and getting the achievement (custom maps that always spawn the boss make it possible to get this year round). The crafting blueprints in which it is used remain active.
