I was thinking, "After buying the gift wrap from the Mann Co store, you can use it with any item from your backpack, including untradeables. This will create a (gift? I have no idea what it looks like). You then select a player to send the gift to. The gifted player can select the gift and click on "use with" to receive his gift.
