While players can make their own navmesh, that requires <code>sv_cheats 1</code>, whereas maps which include support do not require cheats, and therefore support achievements and statistics gathering. With Valve's refusal to deal with casual mode bots, myself and many other players have turned to private servers to play uninterrupted with friends, and need bots to fill out a team.
