What I actually believe to be the case is that scouts using the baby face's blaster are actually able to break lag compensation, which would make them very difficult to hit based on what the client sees. In the source code for the 2013 SDK and the TF2 leak, you can see in player_lagcompensation.cpp in line 173 that records beyond 64*64 units from the current are ignored. If the client chokes or loses enough packets, this is possible, and I believe can occur due to poor connections. Breaking lag compensation can be done by illegitimate means, if what you think is that this none of this is true, and I believe it can be done by legitimate means as this as well. If my understanding is correct, it would require a very bad connection to be able to do this and at that point is no longer really notable.
