In the video, you can see that the Soldier holds a ticket with 3 on it and I think the Spy holds a ticket with 9 on it (the ticket is rather blurry, so I can't see it exactly). Scout is 1. For the moment, let's presume Sniper is 2, Pyro is 4, Engineer is 5 and Demoman is 6. Then who are numbers 7 and 8? I doubt the Heavy and Medic, since Heavy already has had the operation and I find it very doubtful that the Medic takes a waiting line ticket when he is the one doing the operations. Even if he pulled a ticket for himself, then there is still one number unaccounted for.
