Mann Co. Supply Crate Keys are single-use tool items which are available from the Mann Co. Store. They are only obtainable from the store so far and there are no plans to make them available via the Item drop system and cannot be traded. The only evidence that contradicts this is Robin Walker's backpack, which appears to have a trade able key in it.
