Gift Wrap is a Tool item added in the October 18, 2010 Patch. The item can be bought from the Mann. Co. store which can be used to wrap an item of choice and be delivered to offline players of your choosing.
Description
Gift Wrap can be used to package an item as a gift for another player. Wrapped gifts can be delivered to offline players. Items that are normally not tradable can be wrapped and gifted using gift wrap. Upon use, it will create a "Carefully Wrapped Gift" and will destroy the tool in the process as it is single use.
After the gift is opened, the gifted item will have a description indicating who sent the gift and when you received it.

The following line has been added in items_game.txt for items that are able to be 'Gift Wrapped'

Some non-tradable items are not able to be gift wrapped, thus remaining non-tradable:
