All four hats could be purchased from the Mann Co. Store during the Halloween Event. Horseless Headless Horsemann's Headtaker.

The Horseless Headless Horsemann's Headtaker, used by the Horseless Headless Horsemann, is a Demoman melee weapon added in the update. Its stats are identical to the Eyelander.

It can be acquired through a specific crafting recipe that must include one piece of Haunted Metal Scrap.
