The Strange Count Transfer Tool is an item which allows the user to transfer stat counts between two Strange-quality weapons of the same base type. It can also be used to transfer Strange counts between Strange Parts, provided that both weapons involved in the process have the same part attached to them for which the count is to be transferred.
