Normal quality is the item quality assigned to Stock weapons. These are the standard weapons that all players start with and are not stored in the backpack. Therefore they are the only available weapons if the game cannot connect to Steam. Unique variants of these items are created when using a Name Tag or Description Tag with a Stock weapon, which are seen by checking the "Show Stock Items" box in the backpack view. Rarely, items restored by Steam Support may mistakenly be of the Normal Quality, similar to how restored items were previously replaced in Vintage Quality. These items, despite their quality, are not stock. It is not possible to make Unique duplicates of them by using a Name Tag, Description Tag, or in the case of Normal Hats, Paint.
