The Spellbook is an item given to players who unlock the achievement Hat out of Hell. It is then stored in the player's inventory awaiting to be filled with Spellbook Pages. The description states that when the item is fully filled, it will turn into an action item which will make the player able to cast spells (much likely in the same fashion as the Spellbook Magazine).
