I believe random damage spread and bullet spread were inspired by Counter-Strike's random spread and own damage spread. Counter-Strike: Global Offensive apparently removed this, and TF2 has patched out random damage spread and made it a convar. Counter-Strike's random spread headshotting you several times was the inspiration of random critical hits.

In this archived interview, they talk about the inspiration of random critical hits. I believe random damage spread and bullet spread were inspired by Counter-Strike's random spread and own damage spread.
