This hat appears to be a skinned copy of the "Medic's Officer Hat" file that was located in the game files until recently.

I think it looks like the SS hats of the 2nd World War, specially if you paint it black. I didn't like what's written on the "Distribution" section on this hats' page, it doesn't explain anything and it does not inform people if some players have already received the hat or not. Description suggestions
wiki hat look a lot like a police hat, I have come up with: "Wiki addicts, most accurate information source"
So while in the IRC, I started coming up with new descriptions suggestions. So far my favorite I have come up with is:
