The Halloween Package is an action item. Upon opening, it will grant the player a random Halloween cosmetic. There is a small chance that the cosmetic will be of Haunted quality.

Completing and turning in Scream Fortress 2017 Contracts awards players Halloween Packages, one Halloween Package per Contract.
