Patch notes

Sync'd with recent changes from Team Fortress 2^[1]
Re-added original Degreaser afterburn duration penalty (in addition to -10% dmg)
Dramatically improved the dynamic model loading system's memory usage, performance, and stability

Undocumented changes

Added a new Double Cross background for the main menu.
Removed the Beta Pocket Rocket Launchers, Beta Pocket Shotgun, Beta Split Equalizers, Overdose, Solemn Vow, Beta Sniper Rifle 1, and Beta Sniper Club 1 from players' backpacks. Only items originally granted to the player have been removed.
