Can you please provide us a proof where it was mentioned that the Blow Torch was an Engineer weapon? (I don't even know if we had proof that it was a Pyro weapon either, probably because it was related to fire, we just considered it would be for Pyro).

These Engineer concepts feature a welding torch. Additionally a 2012 Moby Franke presentation features a render of all 9 classes with early models based off of their concept art. Among this line-up is Engineer with a blowtorch.
Also worth noting is the presence of a mulleted Heavy and white Demoman.
