Just unpack the files into the appropriate directory in your tf folder (either \tf\resource\ui or \tf\scripts). Unfortunately, MediaFire doesn't let you download whole folders, so you'll have to download each file individually and place in appropriately, but the correct file structure is shown. If you want to use both at once, simply import both of them; they don't contradict each other. Thanks to [[User:Zhnigo|Zhnigo]] for making the health/class splitscreen HUD.
