It can be unlocked during the annual Haunted Halloween Special Event by any player who completes the Candy Coroner Scarechievement, which involves collecting 20 player-dropped Halloween pumpkins on Harvest Event. The hat itself can only be worn during the yearly Haunted Halloween Special Event (October 29 to November 9). Otherwise, wearing the mask will result in the default character appearance (an "Empty" head slot).
