Now that is not something you see everyday!
The Sniper

Quality is a property of items, which is represented in-game by the color of the item's name and (in most cases) by a title prefixed to the item's name. An item can have only one quality, which is determined when the item is created and remains unchanged, except in rare circumstances.

Quality is a purely cosmetic property, and has no effect on gameplay other than some additional on-screen messages - these messages usually relay succeeded operations with an item.

Please see the table listed here.

Grades/Rarities

Decorated weapons come in six grades of rarity. They do not affect gameplay whatsoever, and only serve as a cosmetic feature.

Each grade has its own hexadecimal color, which starts at a light blue and ends at a dark red.

Color Name Example
#B0C3D9 Civilian Grade Scattergun
#5E98D9 Freelance Grade Stickybomb Launcher
#4B69FF Mercenary Grade Minigun
#8847FF Commando Grade Flame Thrower
#D32CE6 Assassin Grade Sniper Rifle
#EB4B4B Elite Grade Rocket Launcher

Weapon unboxed from the Concealed Killer and Powerhouse Weapons Cases only come in Mercenary, Commando, Assassin, and Elite variants, while weapons form the Teufort and Craftsman collections only come in Civilian, Freelance, Mercenary, and Commando grades. It should also be noted that all exterior qualities can apply to any grade, so it is possible to have a Battle-Scarred Elite grade weapon and Factory-New Civilian grade weapon.

Weapon grades only apply to decorated weapons, and are not applied to anything else at the current time.
