Friendly Fire is now enabled by default
Added "Enable/Disable Cheats" votes
Random critical hits and random bullet spread have been disabled by default
- Server owners can control them by using tf_random_critical_hits and tf_random_bullet_spread where 0 is set by default
Removed the cigarettes from the Disguise Kit
