The Catapult is a scrapped Engineer building seen in footage of a leaked Team Fortress 2 "staging" (indev) build alongside other features that were being worked on for the scrapped Spy vs Engineer WAR! update.
The Catapult was a modified Teleporter that worked similar to the player launchers in the Passtime gamemode, launching the user into the air with some forward momentum. In the end, the building, along with the entire Spy vs Engineer WAR! update was scrapped.
The Catapult was also somewhat teased in Lecture Valley[1]
