The Putrescent Pigmentation is a tool item. It can be found inside of Haunted Halloween Gifts on Ghost Fort, or from a Pile Of Curses, during Halloween events.
When applied to any paintable item, it changes the color to a bright yellow that fades.
Halloween Spell effects and any unused Halloween Spell items are removed at the end of a Halloween event.
