The Scout's Spectral Snarl is a tool item that can be applied to any Scout or all-class hat. When applied to a cosmetic item, it will lower the pitch at which the wearer speaks if they have that cosmetic item equipped.
Prior to Scream Fortress 2015, It could be found during Halloween events inside of Haunted Halloween Gifts on Ghost Fort, or from a Pile Of Curses.

- Enabled Halloween Spell Potions
- Effects will only be visible during Halloween/Full Moon events.
